I would rather say conglomerate or sandstone than mudstone. And because sandstone has waaay smaller grains, I say it's conglomerate.

Sun, 03/30/2014 - 19:15I think it is safe to say that it is not mudstone. However I am not at all sure that it is a 'pure' conglomerate. It looks like phenocrysts (maybe xenoliths) in the matrix.
I think it is metamorphic, and without getting 'up close and personal' it may well be a low grade metamorphosed sandstone - perhaps with included clasts which simply look like pheno/xenoliths.
